به گزارش دولت بهار، کنفرانس علمی- پژوهشی «پایداری در جهان در حال تغییر»، صبح امروز (چهارشنبه؛ 14 خرداد 1404) در بوداپست پایتخت مجارستان، با سخنان دکتر احمدی نژاد، میهمان ویژه این نشست آغاز به کار کرد.

اندیشمندان محترم، خانم ها و آقایان
سلام بر شما

از اینکه بار دیگر در کشور دوست داشتنی مجارستان و شهر زیبای بوداپست، برای هم اندیشی پیرامون موضوع بسیار حیاتی «پایداری در یک محیط زیست در حال تغییر» ، حضور دارم، خوشحالم و از دولت مجارستان و به طور خاص از ریاست محترم دانشگاه و نیز همه کسانی که در برگزاری این نشست سهیم بودند، سپاسگزارم.

دوستان عزیز؛

مانند هر موضوع مرتبط با انسان، تحقق اهداف ارزشمند نشست امروز در گرو دریافت مشترک از فرایند تحولات تاریخی و ظهور و بروز جامعه انسانی و ضرورت های آن و رسیدن به تفاهم درباره مسئولیت های مشترک و التزام به ایفای تعهدات ناشی از آن است. 

در مسیر تکامل زیستی انسان و جامعه انسانی، تاکید بر دو موضوع اصلی را بسیار مهم می دانم‌.

موضوع اول: تشکیل جامعه واحد جهانی و ضرورت درک مشترک و همکاری همه جانبه جمعی‌ برای آن

تردیدی نیست که رشد بی سابقه علم و تکنولوژی، توسعه شتابنده ارتباطات انسانی و گسترش دریافت های مشترک از حوزه عمومی زندگی انسانها، تمامی ابعاد وجودی جامعه انسانی را تحت تاثیر جدی قرار داده است.

سرعت فزاینده و توقف ناپذیر تغییرات زیربنایی، اجتناب ناپذیربودن تحول بزرگ تاریخی و آغاز دوره حیات جهانی انسان، بر ضرورت بازشناسی به موقع و بازنگری در عوامل موثر در فرآیندحرکت تاریخی بشر، در حوزه های مختلف فکری و عملی تاکید دارد.

این امر شامل بازنگری در مکاتب فکری، ادیان و مذاهب، سنت ها، سیاست ها، رویکردها، برنامه ها و ساختارهای مدیریتی است که مجموعاً میراث گذشته بشر را شکل داده اند.
دریافت واحد از حقیقت وجودی انسان و درک "یگانگی درعین گوناگونی "، بالاترین دستاورد همه تاریخ است.

احترام جمعی به نتایج این دستاورد، راه دستیابی به آینده روشن بشری را هموار می نماید.

این جریان بالنده سرانجام، با درک ظهور اجتناب‌ ناپذیر "جامعه واحد جهانی" ، به افق نوینی از مناسبات بشری چشم گشوده و در حال پرده برداری از آینده‌ای به کلی متفاوت از گذشته است. 

اندیشمندان محترم؛

گام گذاشتن در دوره جدید و در آغوش کشیدن "جناب انسان"، جز با همگان نمی شود و تنها با پاگذاشتن همگان بر شانه همگان، می‌توان سر به آسمان سایید و چهره تابناک «حقیقت انسانی» یا «انسان کامل» را دید.

آینده زیبنده بشر، همگانی است. درک یگانگی سرنوشت، یک کلان راهبرد است که در صورت ایفای تعهد به آن‌، می توان در ماهیت مناسبات انسانی و در روابط بین دولت ها و ملت ها انقلابی بزرگ را به انتظار نشست.

از این رو تاکید می کنم که جهان در آستانه تحولات بزرگ و بی سابقه قرار گرفته است.

موضوع دوم: طبیعت بستر رشد و تکامل انسان 

روشن است که بشر در زندگی تاریخی خود، به میزانی که با قاعده مندی عالم طبیعت همراهی و تعامل داشته است، دامنه و برد آثار وجودی خود را توسعه داده و استعدادهای شگرف خویش را شکوفا کرده است.

جهان؛ بستری برای پرورش انسان است، با این تفاوت که منحنی نقش آن، تنها با معادله ای که متغیر زمانش محدود به بازه عمر است تصویر نمی شود. 

کوتاهی عمر و نیز افول بسیاری از توانمندی‌های بشر، از نقش سترگ جهان در خدمت به نوع انسان نمی کاهد، همانطور که کوتاه بودن دوره درخشش و اوج، در زندگی بشر، از منزلت انسانی او نکاسته است.

یک بار دیگر تصریح می‌کنم که ماموریت اصلی جهان، پرورش انسان تاریخی است، از این جهت که دستاوردهای انسان با مرگش نمی میرند و از نسلی به نسل جدید انتقال می‌یابند تا دست مایه تحولاتی غیرخطی و متضمن رشدی فزاینده بوده و درهر مقطع از زمان، صعود بالاتری را رقم بزنند. 

ماحصل این مأموریت، پرورش روح انسانی در هر نسل، در هر سده و دهه و اینک، در هر سال و ماه، با ظهوری بیشتر و شخصیتی برتر است. 

رشد و بالندگی، حاصل تعامل شگفت انگیز بین انسان و جهان است.

باید گفت که در کنار میلیاردها انسانی که در طول هزاره ها به دنیا آمده، پرورش یافته و مرده‌اند، باید از رشد جنینی انسانی سخن گفت که در بطن جهان پرورش یافته و با شخصیتی جهانی در آستانه تولد است.

این شخصیت جهانی، که پیش‌تر از آن به «جناب انسان» یادشده، همان حقیقت واحد و مشترک انسانی است که در ترازجهانی و با ظرفیت بیکران، می‌رود تا همه افراد بشر را نمایندگی کند.

در هر مقطع از تاریخ، شخصیتی در چارچوبی از محدودیت‌ها و متاثر از عوامل مادی و معنوی برجستۀ زمان، بروز یافته است.

ارتقاء دانش و پیشرفت فناوری، موجب شده است تا بشر، حوزه حضور خود در جهان را به طور مستمر گسترش دهد و زمین، دریا و فضا در دسترس اندیشه و اقدام انسان قرار گیرد، تا آنجا که اینک محیط زیست با مفاهیم نوینی مواجه شده است.

همکاران گرامی؛

در نتیجه ظهور شخصیت جهانی انسان و بزرگ شدن فوق العاده حوزه مشترک در زندگی انسان ها، انفراد مفهوم قدیمی خود را از دست داده است و زندگی جمعی بشر دگرگونی بزرگ و بی نظیری را تجربه می کند و مفاهیم بسیاری در حوزه اجتماعی نیازمند بازتعریف خواهند شد.

توسعه در دنیای فردی، در عمل، موجب کاهش فاصله و نزدیک شدن به دیگران شده و از طریق اثرگذاری متقابل و رو به ازدیاد، باعث توسعه حوزه های مشترک در زندگی انسان می‌شود. 

منطق سرشت انسانی، فردیت و جمعیت را در یک امتداد می داند و فطرت، قرائت دوگانه از آنها را بر حقیقت منطبق نمی‌داند.

همکاران محترم؛

این دو موضوع، مناسبات بین انسانی و رابطه انسان با طبیعت را با تحولات اساسی مواجه ساخته و ضرورت های جدیدی را در برابر جامعه انسانی و دانشمندان قرار داده است.

در این زمینه بحث بسیار است اما مقصود این سخن، تاکید بر مسئولیت اندیشمندان برای ورود به مساله و پیگیری جدی برای گشایش در بن بستی است که در مسیر استقرار نظم انسان گرایِ جهان‌بین پدید آمده است. مسئولیتی که البته با دشواری های فراوان همراه است و به نگاه جهانی و مشارکت همگانی ملت ها نیاز دارد.

خوشبختانه ظهور شخصیت جهانی بشر و توسعه مناسبات و ارتباطات انسانی، ظرفیت بالایی را برای درک تحقق پذیری وضعیت مطلوب و کنتراست بین آن و وضع موجود پدید آورده است.

اندیشمندان گرامی؛

انرژی یکی از مظاهر بسیار زیبا و متعالی، ارمغان طبیعت برای انسان و لازمه تحرک، رشد و شکوفایی او و ضرورتی حیاتی برای ادامه زندگی و تمام دستاوردهای ارزشمند جامعه انسانی است.

دسترسی مناسب به انرژی، شرط لازم و ستون فقرات رشد، شکوفایی، توسعه، رفاه و آسایش تمامی جوامع است.

دستیابی به منابع عظیم نفت و گاز در حدود دو قرن اخیر گرچه باعث سرعت روزافزون در توسعه صنعتی، تحرک اجتماعی و سپس عبور انسان از مرزهای جغرافیایی گردید، لیکن استفاده فزاینده و نامناسب از انرژی از یکسو و دخالت های گسترده غیر عالمانه در طبیعت از سوی دیگر، علاوه بر ایجاد مشکلات و عدم توازن در امنیت بین الملل، موجبات آلودگی گسترده و تغییرات وسیع اقلیمی و محیطی را فراهم آورده است. 

خوشبختانه در دهه های اخیر تلاش های ارزشمندی در شناخت و تبیین ابعاد گوناگون مسائل زیست محیطی، طراحی استانداردهای علمی و اقدامات عملی برای تعامل مناسب با طبیعت انجام شده و نتایج ارزشمندی در بر داشته است.

علیرغم این تلاش ها، میل به حداکثر سازی منافع ملی و محلی موجب بحران های فزاینده ای شده است.

دامنه این بحران ها در حوزه انرژی، آلودگی گسترده محیطی و تغییر اقلیم به روشنی قابل مشاهده است.

مصرف انرژی فسیلی و تولید آلودگی ها در خوش بینانه ترین پیش بینی ها در دهه های آتی، رو به افزایش است. ملاحظه ضرورت مطالبه توسعه و تامین رفاه برای حدود 3.5 میلیارد انسان فقیر در جهان و ده ها کشور در حال توسعه و یا بازمانده از قافله توسعه، چشم انداز نیاز به انرژی را روشن‌تر می کند.

مسائل ناشی از مهاجرت های روزافزون و ناگزیر ناشی از تغییر اقلیم، عدم دستیابی به انرژی و سطح بهداشت و آموزش مناسب، آسیب پذیری سالخوردگان و زنان و کودکان و توسعه فقر در بخش وسیعی از جهان در برابر دیدگان قرار دارد.

تاکید اصلی من این است که مدیریت همه این امور نیازمند فهم و احساس تعهد و مدیریت مشترک جهانی است.

از این رو با یادآوری پیشنهادات ارائه شده در اجلاس آب در گواتمالادر اکتبر 2023 و در بوداپست در ماه می 2024 نکاتی را جهت تکمیل حلقه مدیریت مشترک و عالمانه جهانی در حوزه تولید و مصرف انرژی و صیانت از محیط زیست ارائه می نمایم:

1- محیط زیست و منابع طبیعی نیز همچون امنیت بین الملل و حقوق بشر در حقیقت منابع به هم پیوسته و فراسرزمینی و متعلق به آحاد انسانها در سراسر جهان هستند. مرزهای جغرافیای سیاسی نمی توانند مرزهای محیط زیستی باشند و به تنهایی و مستقلاً ساز و کار مدیریت عناصر زیست محیطی را ترسیم نمایند. از این رو تاسیس شورای بین المللی محیط زیست سازمان ملل متحد با اختیارات لازم برای تضمین اجرای سیاست های بین المللی در حوزه محیط زیست و به ویژه استحصال و مصرف انرژی، مدیریت تغییرات اقلیمی و پایش مستمر عناصر زیست محیطی، در اولویت قرار گیرد.

2- تعریف ساز و کارهای بین المللی و انجام اقدامات جدی تر در تعادل بخشی در مصرف انرژی تجدید ناپذیر توسط دفتر توسعه پایدار سازمان ملل 

3- حمایت نهادهای بین المللی و کشورهای برخوردار برای کاهش هزینه های استفاده از فناوری های مورد نیاز برای بهینه سازی مصرف آب و انرژی 

4- سیاست گزاری و برنامه ریزی همه جانبه جهت تاکید بر افزایش بهره وری در زمین، آب و انرژی و توزیع مناسب منابع و مصرف بهینه از جمله در آب و غذا و انرژی

5- تقویت صندوق اقلیم سبز سازمان ملل و ارزان سازی فناوری تولید انرژی‌های تجدیدپذیر در مقایسه با انرژی های فسیلی

6- بازنگری در ضوابط معماری، ساختمانی، شهرسازی، حمل و نقل و الگوی استقرار جمعیت با هدف توسعه روابط انسانی و کاهش مصرف انرژی

In the name of the Creator of Spring, Kindness, and Beauty.

Mr. Gregely Deli, Distinguished President of Ludovika University, Esteemed Scientists, Ladies and Gentlemen.Greetings to you.

I am pleased to be present once again in the beloved country of Hungary and the beautiful city of Budapest for a discussion on the crucial topic of "Sustainability in a Changing Environment."

I extend my gratitude to the Hungarian government and specifically to the esteemed President of the university, and all those who contributed to organizing this gathering.
 
Dear Friends,

Like any matter related to human beings, achieving the valuable goals of today's meeting hinges on two fundamental things.

First, a shared understanding of the historical process of the emergence and development of human society and its necessities.

And second, reaching a consensus on shared responsibilities,and a commitment to fulfilling the obligations that arise from them.

To frame our discussion, an emphasis on two main issues concerning the biological evolution of humanity and human society is very important.
 
First Issue: The Single Global Society

The First Issue is this: The Single Global Society, and the Necessity of Shared Understanding and Comprehensive Collective Cooperation.

Undoubtedly, the unprecedented growth of science and technology, the accelerating development of human communications, and the expansion of shared understandings regarding the public sphere of human life, have profoundly impacted all dimensions of human society.

The increasing and unstoppable pace of fundamental changes,the inevitability of a great historical transformation, and the dawn of a new era of global human life, all of this emphasizes the necessity of a timely re-identification and re-evaluation of the factors influencing the historical trajectory of humanity in our various intellectual and practical domains.

This includes a re-evaluation of intellectual schools of religions and denominations, of traditions, policies, approaches, programs, and management structures that collectively form the legacy of human history.

A unified understanding of the shared human truth, and the comprehension of "unity in diversity", this is the highest achievement of all history.
And collective respect for the outcomes of this achievement paves the way for a bright human future.

This flourishing trend has finally, with the understanding of the inevitable emergence of a "single global society", opened its eyes to a new horizon of human relations, unveiling a future entirely different from the past.

Esteemed Thinkers,

Stepping into this new era, and embracing "His Excellency, The Human", can only be achieved with everyone's participation.

Only by everyone standing on everyone's shoulders can we reach for the sky, and witness the radiant face of the "Human Truth", or the "Perfect Human."
Humanity's beautiful future is for all. Understanding the unity of destiny is a grand strategy, and by fulfilling our commitment to it, we can anticipate a great revolution in human relations, and in the relationships between governments and nations.
Therefore, I emphasize, the world stands on the brink of major and unprecedented transformations.
 
Second Issue: Nature as the Cradle of Human Growth

The Second Issue is that Nature is the Cradle of Human Growth and Evolution.
It is clear that throughout its historical existence, humanity has expanded the scope and reach of its being, and blossomed its remarkable talents, to the extent that it has cooperated and interacted with the regularities of the natural world.

The world is a nurturing ground for humanity, with the difference that the curve of its role is not merely depicted by an equation whose time variable is limited to a lifespan. 

The brevity of human life, and the decline of many human capabilities, do not diminish the world's immense role in serving humankind, just as the short period of brilliance and peak in human life has not diminished human dignity.

I reiterate that the primary mission of the world is to nurture historical humanity, in that human achievements do not perish with death but are transferred from one generation to the next,serving as the raw material for non-linear transformations that promise exponential growth, marking higher ascents at every point in time.

The outcome of this mission is the cultivation of the human spirit in every generation, in every century and decade, and now, in every year and month, with greater emergence and a superior personality.

Growth and flourishing, are the result of the amazing interaction between humanity and the world.
It must be said that alongside the billions of humans who have been born, nurtured, and died over millennia, we must speak of the embryonic growth of humanity, nurtured within the womb of the world, and on the verge of birth with a global personality.

This global personality, previously referred to as "His Excellency, The Human", is the same single and shared human truth that, at a global level and with infinite capacity, is poised to represent all human beings.

At every point in history, a personality has emerged within a framework of limitations, influenced by the prominent material and spiritual factors of the time.

The advancement of knowledge and technological progress has continuously expanded humanity's sphere of presence in the world, bringing land, sea, and space within the reach of human thought and action, thereby confronting the environment with new concepts.
 
Dear Colleagues,

As a result of the emergence of a global human personality and the extraordinary expansion of common ground in human lives,individuality has lost its old meaning, and collective human life is experiencing a great and unprecedented transformation. Many concepts in the social sphere will require redefinition.

Development in the individual world has practically led to a reduction in distance and closeness to others, and through increasing mutual influence, it expands common areas in human life.

The logic of human nature considers individuality and collectivity as a continuum, and instinct does not find a dual interpretation of them to be aligned with truth.

Esteemed Colleagues,
These two issues have brought about fundamental changes in inter-human relations and in humanity's relationship with nature,posing new necessities for human society and scientists.

There is much to discuss in this regard, but the purpose of this speech is to emphasize the responsibility of thinkers to engage with the issue, and to seriously pursue a breakthrough in the impasse that has arisen, in the path of establishing a humanistic, worldview-oriented order. This responsibility, of course, is accompanied by many difficulties, and requires a global perspective and the universal participation of nations.

Fortunately, the emergence of a global human personality and the development of human relations and communications, have created a high capacity for understanding the feasibility of the desired state, and the contrast between it and the current situation.
 
Esteemed Thinkers,

Energy is one of the most beautiful and sublime manifestations of nature's gift to humanity, and a prerequisite for its dynamism, growth, and flourishing, as well as a vital necessity for the continuation of life and all valuable achievements of human society.

Appropriate access to energy is a necessary condition, and the backbone of growth, flourishing, development, welfare, and comfort for all societies.

Although the discovery of vast oil and gas resources in the last two centuries led to accelerating industrial development, social mobility, and then humanity's crossing of geographical boundaries, the increasing and inappropriate use of energy on one hand, and extensive unscientific interventions in nature on the other, have caused widespread pollution and vast climatic and environmental changes, in addition to creating problems and imbalances in international security.

Fortunately, in recent decades, valuable efforts have been made to understand and explain the various dimensions of environmental issues, to design scientific standards, and to take practical measures for appropriate interaction with nature,yielding valuable results.

However, despite these efforts, the desire to maximize national and local interests has led to increasing crises.

The scope of these crises in the areas of energy, widespread environmental pollution, and climate change, is clearly visible.

Fossil fuel consumption and pollution production are projected to increase in the coming decades, even in the most optimistic forecasts. The necessity of demanding development and providing welfare for approximately 3.5 billion poor people worldwide, and dozens of developing or lagging nations in the development race, clarifies the outlook for energy needs.

Issues arising from increasing and inevitable migrations due to climate change, and lack of access to energy, adequate health and education, the vulnerability of the elderly, women, and children, and the spread of poverty in a large part of the world,are clearly before our eyes.

My main emphasis is that managing all these matters requires understanding, a sense of commitment, and shared global management.
 
Therefore, by recalling the proposals presented at the Water Summit in Guatemala in October 2023 and in Budapest in May 2024, I offer the following points to complete the cycle of shared and scientific global management in the field of energy production and consumption and environmental protection:

First, Environment and natural resources, like international security and human rights, are interconnected and trans-territorial resources belonging to all humans worldwide. Geopolitical boundaries cannot be environmental boundaries,and cannot solely and independently define the mechanisms for managing environmental elements. Therefore, the establishment of a United Nations International Environmental Council, with the necessary authorities to guarantee the implementation of international policies, should be prioritized.

Second, defining international mechanisms and taking more serious actions to balance the consumption of non-renewable energy by the United Nations Office for Sustainable Development.

Third, Support from international institutions and affluent countries to reduce the costs of using technologies required for optimizing water and energy consumption.

Fourth, Comprehensive policy-making and planning emphasizing, increased productivity in land, water, and energy, and appropriate distribution of resources and optimal consumption, including water, food, and energy.

Fifth, Strengthening the United Nations Green Climate Fund and reducing the cost of renewable energy production technology compared to fossil fuels.

And last but not least, revising architectural, construction, urban planning, transportation regulations, and population distribution patterns, with the aim of developing human relations and reducing energy consumption.

Ladies and gentlemen, May you be successful and prosperous.
